A new bill authored by State Rep. Harrison in the Texas House seeks to create a fine arts funding allotment for public schools to support approved courses in music, art, theater, and dance, according to the Texas Legislature website.

The bill, introduced as HB 172 during the 89(1) legislative session on Tuesday, July 22, was formally listed with the short title: ’Relating to a prohibition on diversity, equity, and inclusion or LGBTQ indoctrination by state agencies’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Education Code to create a fine arts allotment under the Texas public school finance system, effective Sept. 1, 2025. It entitles school districts to an annual allotment for each student in grades six through 12 enrolled in approved fine arts courses. The allotment is calculated as the basic allotment, or the sum of the basic and additional allotments, multiplied by 0.008. The agency is tasked with approving fine arts courses eligible for this allotment, which must be sanctioned by the State Board of Education and include disciplines such as music, art, theater, and dance. Approved courses should equip students with essential knowledge and skills in the fine arts and require a minimum of 225 minutes of instruction per week. The agency must publish an annual list of these approved courses.

Brian E. Harrison, a member of the House Committee on Appropriations, proposed another 12 bills during the 89(1) legislative session. She is also a member of the House Committee on Appropriations – S/C on Articles VI, VII, & VIII and a member of the House Committee on Corrections.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
